Push notifications are currently handled directly out of EC2 instances and are sent out immediately when requested so there is no ‘queuing’ to speak of.
This change would move the entire “push” ecosystem out of the EC2 instance and onto AWS’ SNS system which would mean push notifications would be queued and handled much more elegantly.

- Better handling / queuing of larger batches of push notifications
- Better reporting on delivery
